How a record becomes public
Every incident passes through four stages. A researcher account cannot publish; that separation is enforced by the system, not by convention.

A researcher opens a record and attaches at least one source or evidence link.
- 02Researcher
Submitted
The record is submitted for review. It cannot be edited into publication from here.
- 03Editor
Verified
An editor checks the account against its sources and confirms the category and location.
- 04Editor or approver
Published
Only an editor or approver can publish. Publication is what makes a record public.
The six monitoring categories
- Citizen Engagement and Policy Influence
- The ability of citizens and civil society to participate in policy processes, access decision makers, and influence public decisions without reprisal.
- Arrests and Detention
- Detention, arrest, or prosecution of journalists, activists, human rights defenders, and civil society actors in connection with their work.
- Government Discourse and Perception
- Official rhetoric, stigmatisation, and public framing by state actors that shapes how civil society and the press are perceived.
- Resource Accessibility
- Barriers to funding, registration, banking, and operational resources that constrain how civil society organisations sustain their work.
- Legal and Regulatory Framework
- Legislation, regulation, and administrative rules that expand or restrict the operating environment for civic actors.
- Harassment and Intimidation
- Threats, surveillance, physical attacks, and intimidation directed at civic actors, including digital and offline harassment.
Known limitations
These constraints are inherent to the method. They are published here so the figures are read for what they are.
- 01
Records depend on what reaches CVICK's researchers and partner network. Under-reporting is expected, and a low count for a state is not evidence that little has happened there.
- 02
Coverage is uneven by design: states where CVICK has more active partners generate more records.
- 03
Every record is compiled by hand from reports published by named rights monitors, news outlets and official bodies. Each links to its source and names the organisation that reported it. No automated scanning, extraction or classification is used anywhere on this platform.
- 04
Records inherit the verification of the organisation that published them. They have not yet been through CVICK's own four-stage editorial review, which runs on top of the launch dataset and is recorded per record as it is completed.
- 05
Each record is dated to the incident where its source gives that date, and otherwise to the date the source was published. A record is never given a date its source does not support.
- 06
Where a source reports at national level and names no state, the record carries no state and is excluded from state-level counts, though it still counts in every national total.
- 07
Where publishing a name would create a safety risk, identifying details are withheld. The record still counts in every total.
- 08
The map shows how many records exist for each state, not how conditions compare between them. A state with few records is a state little has been recorded about, which is not the same as a state where little has happened.
Quarterly reports
Each quarter has a report summarising its published records: headline figures, breakdowns by category, location and source, and every record with a link to what it draws on. Read it online or download the PDF.

- Compiled from reports published by named rights monitors, news outlets and official bodies. Every record stores its own source list and links out to the original, so any claim on this site can be checked against the organisation that made it.
- State boundaries

- Population figures
- Projected estimates used for context only. Records are never normalised by population on this site.
- Standards
- The platform supports SDG 16.10 on public access to information and the protection of fundamental freedoms, and Agenda 2063 Aspiration 3.
